About Fidelma

Fidelma Clarke is a Partner in EY Consulting and a senior leader in regulatory change, governance and risk management, with over 25 years’ experience at executive and board level in financial services.  She is Ireland’s Payments Sector Lead and is recognised for steering senior executives through complex regulatory scrutiny and transformation.

She began her career in banking, progressing to C‑suite roles including Chief Risk Officer during the European financial crisis, where she led organisations through unprecedented market volatility, major balance‑sheet restructurings, supervisory examinations and evolving governance expectations.

Since joining EY in 2016, Fidelma has advised global banks, payments firms, technology companies and crypto‑asset service providers on regulatory strategy, enterprise‑wide risk frameworks, authorisations and licence applications, ECB Comprehensive Assessment preparation, operational resilience and compliance with major EU and Irish regulatory reforms.
From 2020–2021, Fidelma served as Chief Governance Officer on secondment to the Sustainable Markets Initiative, supporting global CEOs and policymakers in advancing sustainable finance. She holds a BA Mod and M.Litt in Economics from Trinity College Dublin and has served in both executive and non‑executive director roles.
